During World War II, Ensign Chuck Palmer, an American naval officer, is stranded in the Japanese-controlled Philippines after his ship is torpedoed.

Palmer gathers the other Americans stranded in the Philippines and devises a plan to help the Filipinos create a resistance movement against the Japanese.
